Absolutely a landlord can do such, in nearly all states. If you do not meet your financial obligation to the landlord, your security deposit is at risk. Your pet deposit was nothing more than an ADDITIONAL security deposit based upon potential additional pet damages.
You need to understand that you owe the rents for the period of time in which you occupied the property. If you do not pay those rents, the landlord can keep your security, as well as take you to small claims for any shortfall.
