You may need to speak with Citizens Advice if the time comes around to determine what she may be entitled to take or not. She should, though, be able to refuse any further renovation work as the kitchen will be up to specification. Going to cost you to get proper legal advice. Also the council will have it's own resident lawyer who's job is to make your life as difficult/expensive as possible. Suggest you just accept their ruling as it's not going to be worth fighing it for the - comparatively - small amount of money involved! Very difficult area!
