property renovation

Ok, this may sound confusing, but I am sure there is a way to ensure that neither person gets duped! I am planning on renting a property that the landlord says is going to be completely renovated. He wants me to sign a lease prior to this renovation completed.

Obviously if I sign the lease as-is, I am out of luck.

So, my questions are:
1. Is there a way to ensure that he follows through on his word by adding an addendum (spelling) or something of that nature in the lease?

2. If I place a deposit to simply hold the property, rather than sign a lease with an attachment, is there another way to simply draft a legal document indicating that upon completion of the renovations and visual inspection, that the lease will be signed?

Confused, if there are better options than what I am asking about, please feel free to write them below…
