My feeling is that, this is not OK.. I can not pay you until you finish the job that I hired you for .. Are contractors supposed to be paid in advance before the job is done. Or be given down payment before they do the job.
the contractor did not have pay for any material.

It’s common in the construction world – BUT – hope he carries the proper insurance and license… and that he pulls the permit and not you. good luck.
A lot of contractors require a partial payment before they begin work. That said, I never give them more than absolutely necessary, and certainly not in full, until every single detail of the work is completed. Contractors are notorious for doing a halfway job and then disappearing. Refusing to pay until all of the work is done is really your only protection, unless you want to end up in court over a half completed job. It’s possible the money was for materials, but I certainly wouldn’t let the guy’s “friend” status milk you out of anymore money until everything is finished.
Yikes, hells no! Check local laws on that. Where I am you don’t have to make any payments until the work is inspected by the city.
It is common to ask for 1/2 up front. We are a sign Company and do the same thing more than not depending on the cost of the job
Hiring a contractor would be like you stated, Pay afterwords. Hiring a friend would most likely be different as the friend would need capitol to purchase the materials and possibly some tools. Unless the friend is a Contractor as well.
Just a thought, I may be wrong but that is how I see it.
My hubby had our construction company we always got some money ahead of timecuz there who will try to get the work for materials.
For freeplus have money ahead of timecuz there people out there who will try to get the work for materials.

The work for materials.
Yes, it is ok for contractors to ask for a partial payment in advance of any work to be done. Contractors have to pay for the supplies they need to do the work. If contractors had to pay out of their own pocket for the supplies and the hiree decided not to go through with the work, the contractor would be out several thousands of dollars.
On a side note, never do business with friends or family. That’s only asking for problems which already seems to be happening in your case.
edit: The contractor has to get the supplies from somewhere. They certainly aren’t getting them for free. You may be charged a supply fee, but I’m fairly sure you aren’t paying the suppliers directly. It’s the contractor that typically pays for the supplies with the money that you pay them. They won’t pay out of their own pockets for the reason I mentioned above.
This is common in the Construction Industry and often 1/2 or 1/4 is required before any work can be started.
