Is a “Certificate of Residency” Required for a renovated house in New Orleans?

Renovating a Katrina’d house in New Orleans. Almost done with construction. Is a final inspection required (besides electrical/mechanical) to say the house is “livable?”
(Please don’t suggest calling the Office of Safety and Permits. Trying to get them on the phone or talk to them in person is an all-day event; I am asking here first.)

After the storm a lot of things/rules slide with the mass amount of renovations and I know people were not waiting for cerficates although by now I would guess they are pretty caught up and it would be required. I hear you though on trying to contact their offices, Good luck!
You need to go the city hall or call them, I worked there and you do not want to be in trouble.
I do not work there any more but I can can give you the # to inspector there or just call
I just finished my houses renovations and I didn’t get any permits or inspections. That doesn’t mean you don’t have to, I just didn’t do it.
