You don’t. A bank isn’t going to give a loan on property that isn’t up to code. The only loan you’d get is the value of the land.
Start out by documenting everything wrong with the home. When you make an offer on the house get the home loan for that much more than the asking price, take the cash difference for renovations. This could all be handled by your agent or with the closing, uh, stuff. Sorry, I don’t do it, my nephew does so I had a brain fa$% on the word I needed!

If the house will appraise for a value that would cover the construction costs to make it worth that value, then you can get construction to permanent financing with a direct lender. You cannot do the work yourself, however, and would need a contract from a licensced contractor, and the home would have to be slated for owner occupancy.
Loans like this cover the purchase price and then give draws on the line to complete the construction. Permanent financing begins when the Certificate of Occupancy is issued. Contact me for more details if needed.
Before you proceed, however, ask yourself if the house will fit in with the neighborhood once completed. That is the best way to assess if the value upon completion will make a construction to permanent financing deal work for you.
