I rent a room to a friend and he owes me $585 in back rent. We only have a verbal rental agreement but I do keep track of what he owes and what is paid. Will this be enough to take him to court?

I am renting my house(3 BR, 1.75 BR) in California. I would like to ask how often I can increase the rent knowing the rental agreement is based on month to month. Can I do that every 6 months knowing that my mortgage payment for this house is higher than what I am renting it for by $450. Thanks.
