property renovation

My mother of 79yrs was given sheltered housing from council, the previous tenant who was in a wheelchair had all the lower kitchen units removed for easier access, when my mother moved in she was told it would be a few years before the property was due for renovation, so she asked the council inspector if she could install her own kitchen, which he sanctioned, my mother installed a fitted kitchen £3.5k with integrated oven and hob, the council have stated that they wont consider compensation for the oven and hob, and i do appreciate that it states that no appliances will be compensated for, does she have the legal right to take the oven and hob with her? also with it being integrated is it not technicaly part of the kitchen!!! any constructive help or advice would be great.
The big issue is that she has had a transfer to other council property, with a now other inferior kitchen, and before she left the property with the fitted kitchen, the council then decide to renovate ther property with the option to get a new council kitchen which was not as good a quality as the one she fitted, so basically she has saved the council on the price of that kitchen !!!
